Most Detainees at Rikers Women’s Jail Should Be Released: Report

A new proposal from New York criminal justice advocates titled the “Path to Under 100” called for a review of Rikers’ Rose M. Singer Center population to evaluate candidates for release, and laid out a number of recommendations to improve detainee conditions and processing. If these guidelines are adopted, report authors argue that the city can reduce its population from 300 detainees to 95, City & State reports.
“This population is uniquely vulnerable to sexual abuse and retraumatization in jail, has distinct needs, and is less prone to violence and recidivism than men,” former Department of Correction Commissioner Vincent Schiraldi testified to City Council Tuesday.
